Igor Atamonov, governor of Russia’s Lipetsk region, which does not border Ukraine, said a “large-scale” drone strike destroyed a power plant overnight Thursday-Friday.
“Attention! Lipetsk was the target of a massive drone attack,” Mr Artamonov announced via Telegram. He later added that “energy infrastructure was damaged”, causing the blackouts, and assured that most of the affected households had been restored.
The regional governor declared a state of emergency in the regional capital and ordered the immediate evacuation of residents of four villages on the outskirts of the city “to ensure their safety” – a measure affecting 416 households. He also asked residents of the city of Lipetsk to stay in their homes until the alert ends.
The city of Lipetsk is about 200 kilometers away from the Russian-Ukrainian border.
Ukraine’s neighboring Belgorod region has reportedly been hit by another Ukrainian drone attack. According to regional governor Viktoria Gladkov, Russian air defenses shot down 29 unmanned attack drones, with property damage reported, but no casualties.
In Sevastopol, on the Crimean Peninsula, which Russia annexed in 2014, Gov. Mikhail Razvazaev spoke of attacks by Ukrainian air and naval drones.
Hostilities between Russian and Ukrainian troops continued for the fourth day in the Kursk region of Russia, which borders Ukraine, on Tuesday. More than a thousand Ukrainian soldiers took part in the raid with the support of tanks, helicopters and other means, according to the Russian General Staff, which assured that everything would be done to repel them.
In Kiev, Ukrainian President Volodymyr Zelensky, while avoiding explicitly confirming the operation or clarifying its purpose, commented that Russia should “feel” the war.
Meanwhile, in Ukraine’s Donetsk region, regional governor Vadim Filaskin announced that Russian forces continued to advance eastwards and that Russian artillery fire had killed at least four people.
Two people were killed in Kostanivka, west of Bakhmut, and two more were killed in Selindov, southwest of the city, according to regional governor Filaskin. In the latter community, another 11 people were injured and 20 apartment buildings and six public administration buildings were damaged, Filaskin added.
Russia has brought under its control much of the territory it claimed to have annexed, but fighting there continues to rage, particularly around the strategic logistics center of Pokrovsk.
