Arrangements have been made to provide title deeds to 8,000 residents of flats owned by the Urban Development Authority (UDA) next month, Urban Development and Housing Minister Prasanna Ranatunga said yesterday, in a move that is part of the government’s plan to provide title deeds to residents of such flats in Colombo.

In addition, the National Housing Development Authority (NHDA) also plans to issue 1,070 title deeds to residents living in Colombo apartments.

He said the plan would be implemented in line with President Ranil Wickremesinghe’s promise in the previous year’s budget to provide title deeds to 50,000 Colombo apartment owners.

According to UDA, 14,559 houses in 22 housing complexes have been provided to low-income people.

Therefore, the issuance of title deeds will focus on the UDA housing projects Mihindu Senpura, Sirisara Garden, Methsara Garden, Lakmuthu Sewana and Sirimuthu Garden in the first phase.

Besides, the title deeds of Laksandha Sevana, Randiya Uyana, Lakmuthu Uyana, Muwadora Uyana, Siyapath Sevana, Puradora Sevana, Jayamaga Sevana, Mihijaya Sevana, Helamuthu Sevana, Laksetha Sevana and Lakhiru Sevana housing projects will be given to their residents by the end of this year.

NHDA will first issue title deeds for completed flats within the Colombo Municipal Council area.

The transfer of ownership of these houses has been delayed due to issues with certain relevant rules and regulations. The Minister stressed that he has discussed it with the Attorney General and obtained necessary advice in this regard.

Minister Ranatunga further said that all Colombo apartment owners will receive title deeds by the end of this year.

After the deeds to these houses are handed over to the owners, it is expected that a joint management company composed of local residents’ representatives will be responsible for the maintenance and management of these houses.

Rs 200 crore has been allocated in the 2024 budget to provide the “Urumaya” freehold title deeds to all those who are eligible to obtain and confirm the ownership of the land within the next two months.
