The minister explained that technical teams from the National Road Institute, Invías, have visited ten municipalities, street by street, to identify the state of property and taxpayers who are unable to pay. “According to the capacity to pay methodology adopted, 105,000 properties will be exempted, according to the Sisbén category, that is, owners in moderate or extreme poverty. Of the 248,656 properties identified for the application of this methodology, we expect that no more than 140,000 will be subject to this tax base.”

In addition, the Minister stated “Valuation is not something this government invented. We are implementing Law 1819 of 2016, which established in the CNV instrument a tool that has been available in our legal system since the 1920s and ordered the executive branch to regulate the mechanism, concretize it and use it to recover part of the surplus value and continue building the infrastructure necessary for national development and competitiveness.”

To this end, he invited congressmen from all political groups on the Caribbean coast to work with the government to identify priority projects not only in Atlantico and Bolivar, but also in departments such as Magdalena or Cesar.
