Amadou Loum Diagne, already known for various scandals, notably the $25 billion FESMAN scandal, was at the center of this affair. He is alleged to have orchestrated the dubious operation under the cover of his company PARINVEST SA.
2. Mamur Falls
As a partner in the Garecgo firm, he was appointed trustee for the judicial liquidation of the Savannah Hotel. However, his firm is also the auditor for companies owned by Amadou Loum Diagne, raising questions of conflict of interest.
3. Lido Hotels & Resorts (SHL)
SHL, the owner of Savana Dakar Hotel, was a victim of the scam. The owners accused the authorities of wanting to snatch their property at a low price.
4. Luis Leo Quill
Luis Riu Guell, who was previously implicated in the 25-hectare Pointe Sarene scandal, is suspected to be the ultimate beneficiary of the fraudulent sale.
5. Various actors within the State
Officials from the land office and the judiciary were also involved, helping to promote the interests of the businessmen and undermining the interests of the legitimate owners.
Chronology
Act 1: Launch of the Garden Islands project
SAVANA launched an ambitious project to create an eco-development center called “Garden Island”. To do this, it was necessary to renew or convert 14,450 square meters of land lease and purchase an adjoining plot. That’s when the maneuvering began.
Act II: Difficulties at the Hotel
As the project progressed, the hotel’s commercial operations declined. The authorities delayed the renewal or transfer of the lease and even allocated the adjoining plot to CSE, putting the hotel in dire financial straits.
Act III: Judicial Reckoning
On March 24, 2024, a judgment was passed for the compulsory liquidation of the Savana Hotel, appointing Mamour Fall as trustee and El Hadj Malick Wade as judge commissioner. The latter is also the auditor of VACAP World, a company owned by Amadou Loum Diagne.
Act 4: Selling hotels at prices that defy logic
Mamour Fall organized a call for expressions of interest for the sale of the hotel. Suspiciously, PARINVEST SA – CSE Group, in partnership with RIU Group, was selected with a small amount of US$10.5 billion, while the actual value exceeds US$36 billion.
Act V: Denial of Judicial Action
Despite evidence of fraud and conflict of interest, all legal actions filed by the Savannah Hotel owners were ignored or dismissed.
Call for new authorities
The new authorities are called upon to intervene to stop or cancel such fraudulent sales and hold those responsible to account. Prime Minister Ousmane Sonko condemned the scandal during his visit to Anse Bernard Beach and recalled the true value of land in the area.
